LJ's terms of service state: "LiveJournal claims no ownership or control over any Content posted by its users. The author retains all patent, trademark, and copyright to all Content posted within available fields"
More to the point for a writer, however, are publication rights that can be sold to other markets. Posting all of something on any blog or website is considered to be publishing and giving up "first rights," and after that you can only sell reprint rights, which many places don't buy and those that do pay much less for. A tiny excerpt is considered fair use and doesn't affect anything--posting similar excerpts from other people's writing isn't considered copyright infringement, either.
And I'm glad you think it sounds lovely and horribly creepy, since that's what I was going for!
